Role Overview
The Billing & Contract Engineer will be responsible for managing project billing, quantity surveying, contract administration, cost monitoring, and financial reporting across construction projects. The role ensures accurate measurement, timely certification of work, effective contract execution, budget control, and compliance with contractual obligations, thereby supporting efficient project delivery and financial governance.
Key Responsibilities
1. Billing & Quantity Surveying
- Prepare Running Account (RA) bills, advance bills, and final bills for contractors, subcontractors, and clients.
- Verify site measurements against approved drawings, measurement books, and executed work.
- Review Bill of Quantities (BOQ) and perform quantity take-offs for project activities.
- Prepare and validate Bar Bending Schedules (BBS) and item-wise billing quantities.
- Ensure timely certification and submission of project bills.
2. Contract Administration & Compliance
- Review tender documents, work orders, agreements, and contract clauses.
- Ensure project execution aligns with approved contractual terms and conditions.
- Maintain contract documentation, amendments, correspondence, and approvals.
- Monitor compliance with contractual obligations by vendors, subcontractors, and project stakeholders.
- Support project teams in resolving contractual issues and interpretation of contract provisions.
3. Claims, Variations & Vendor Management
- Identify and prepare extra-item claims, variation orders, and change requests arising from site conditions.
- Validate and certify quantity variations and additional scope of work.
- Manage back-to-back billing processes with subcontractors and vendors.
- Coordinate with procurement, project, and finance teams for timely processing of vendor bills and payments.
- Maintain records of claims, approvals, and recoveries.
4. Cost Control & Financial Monitoring
- Track project expenditures against approved budgets and cost plans.
- Conduct monthly reconciliation of major construction materials such as steel, cement, and other consumables.
- Assist project managers in monitoring project profitability and cost performance.
- Support forecasting of project costs, cash flows, and budget utilization.
- Identify cost variances and recommend corrective actions.
5. Reporting & Documentation
- Prepare periodic MIS reports for project leadership and management.
- Maintain accurate billing records, measurement sheets, reconciliation statements, and cost reports.
- Generate project progress-linked financial reports and billing status updates.
- Support audits and management reviews through accurate documentation and reporting.
- Ensure proper record retention of all project billing and contractual documents.
Key Outcomes
- Timely preparation and certification of contractor, subcontractor, and client bills.
- Accurate quantity verification and measurement records with minimal billing discrepancies.
- Effective administration of contracts, variations, and claims with proper documentation.
- Improved cost visibility through regular budget tracking and financial reporting.
- Reduction in material wastage through systematic reconciliation and monitoring.
- Timely MIS reporting to support project and management decision-making.
Must-Have Requirements
- Bachelor’s Degree (B.E./B.Tech) or Diploma in Civil Engineering.
- 5–7 years of experience in construction billing, quantity surveying, contract management, and cost control.
- Strong understanding of construction contracts, tendering processes, and project billing cycles.
- Ability to read and interpret Good for Construction (GFC) drawings.
- Experience in quantity take-offs, BOQ management, and material reconciliation.
- Proficiency in Microsoft Office applications, particularly Excel.
- Strong analytical, documentation, and reporting skills.
Preferred Skills
- Knowledge of DSR (Delhi Schedule of Rates) and rate analysis methodologies.
- Experience in large-scale real estate, infrastructure, institutional, or construction projects.
- Familiarity with project cost management and budgeting practices.
- Exposure to ERP-based billing or project management systems.
- Strong negotiation, coordination, and stakeholder management skills.
- Ability to manage multiple projects and deadlines simultaneously.
